At the Women Deliver 2023 Conference (WD2023), the intersection of girls and women and the climate crisis was a cross-cutting issue recognized as one of the biggest challenges to gender equality globally. Many critical topics and calls-to-action were raised, and we have identified three main themes:

  • Bodily autonomy is a climate justice issue
  • Girls, women, and youth are key to driving climate justice
  • We need feminist systems change

In 2022, Knowledge SUCCESS collaborated with 128 Collective (formerly Preston-Werner Ventures) and USAID, to conduct a rapid stock-taking exercise to document the sustained impact of a cross-sectoral integrated Population, Health, and Environment (PHE) project. That exercise resulted in a learning brief that shares the lessons and learnings about scale-up and sustainability of the Health of People and Environment-Lake Victoria Basin (HoPE-LVB) project activities in Kenya and Uganda since project closure in 2019.

Webinar panelists, representing community groups, organizations, networks, and government, shared their unique experiences on how HoPE-LVB activities have continued and been adapted from their perspective.

Governments around the world are advancing their National Adaptation Plan (NAP) processes in an effort to build resilience to the negative impacts of climate change. With increased attention to gender issues in adaptation action comes an opportunity to ensure that NAP processes take sexual and reproductive health and rights (SRHR) issues into consideration.

This report explores the extent to which NAP processes recognize the linkages between climate change adaptation and the realization of SRHR, including maternal and newborn health, voluntary modern contraception, and gender-based violence. It draws on analysis of 19 NAP documents submitted to the United Nations Framework Convention on Climate Change by low- and medium- income countries, a sample of sector-specific NAPs for the health sector, and a selection of funding proposals for adaptation planning support from the Green Climate Fund.

The analysis presented in this report explores the extent to which NAP processes recognize the impacts of climate change on SRHR, as well as how gaps in realization of SRHR exacerbate vulnerability to climate change. It aims to promote an integrated and inclusive approach that moves countries forward on the mutually supportive objectives of resilience to climate change and realization of SRHR. Climate change disproportionately threatens the most vulnerable girls and women, in all their intersecting identities, and has detrimental effects on sexual and reproductive health and rights (SRHR). This infographic highlights some of the ways that climate change affects SRHR, why this matters, and what steps must be taken for climate adaptation and resilience and to advance SRHR. A rights-based and intersectional approach to SRHR realization should be part of any and all climate change adaptation measures in order to ensure a healthy, empowered population, including women, girls, and young people. The United Kingdom Foreign, Commonwealth and Development OfficeFP2030, the UNFCCC Gender Secretariat, the United Nations Population Fund (UNFPA), and Women Deliver developed this infographic, which accompanies the webinar, “Building Forward Better: Advancing SRHR for Climate Adaptation and Resilience.” Available in English, French, and Spanish.

Today, both universal education and sexual and reproductive health and rights are severely underfunded, particularly for women and girls in low- and middle- income countries (LMICs). Dedicating climate adaptation financing to include girls’ education and modern voluntary family planning as part of multisectoral climate adaptation approaches would help ensure that those most vulnerable to climate change and its impacts have access to basic human rights. This policy brief makes the case for recognizing family planning and girls’ education as effective long-term climate adaptation strategies. Both should be integrated into climate deliberations, funding priorities, and country-level actions.

With support from the William and Flora Hewlett Foundation, the Population Reference Bureau and Worldwatch Institute assembled a working group of experts from the climate change, family planning, and development assistance communities to examine the complex relationships between population dynamics and climate compatible development. The group’s goal was to identify approaches and opportunities to advance policy dialogue and policy action to include population dynamics, with an emphasis on family planning, into climate compatible development. The action opportunities fall under four strategic approaches which provide a path forward for groups interested in connecting these issues and ensuring that increasing access to family planning is part of efforts to achieve climate compatible development. Linking population, family planning, and climate change is unconventional for many policymakers. Cross-sectoral initiatives that highlight and integrate synergies in development plans and climate finance programs could reap enormous benefits as we tackle climate change.

    This paper synthesizes four case studies from Uganda, Myanmar, Sudan/Chad, and Burkina Faso, documenting strategies towards building gender equality through resilience projects. The purpose is to document how gender inequalities manifest themselves in all four locations; how gender is conceptualised in theories of change (ToCs); the operationalisation of objectives to tackle gender inequalities; internal and external obstacles to the implementation of gender-sensitive activities; and drivers that help NGOs transform gender relations and build resilience. The case studies describe how disasters and climate change affect gender groups and underscore the patriarchal social norms that disproportionately restrict women and girls’ equal access to rights and resources. This paper aims to demonstrate how to draw on promising practices to make resilience projects inclusive and equitable. It also recommends areas where further research could increase understanding of resilience to climate extremes and longer-term changes, and suggests how donors and funding can best support efforts to build communities’ resilience.

      The FP-SDGs Model is an evidence-based advocacy tool that projects medium- and long-term effects of three different family planning scenarios, capturing the significant impact that contraceptive use has on SDG achievement. The model can be applied in any country, and allows users to design multiple scenarios to show how investments in family planning, education, and the economy can accelerate progress toward the SDGs. By showcasing the benefits of contraceptive use related to health, society, and the economy, the model provides evidence that supports investments in family planning at national and subnational levels.

      Results from country-level applications of the model enable users to:

      • Make the case for family planning financial investments and policy and programmatic improvements
      • Mainstream family planning across development sectors

        Burkina Faso’s National Plan for Accelerating Family Planning 2017–2020 is a strategic costed implementation plan developed with technical support from HP+ with a clear vision, strategic objectives, and plan to achieve national family planning goals. The Ministry of Health, with support of technical and financial partners, developed this roadmap to accelerate efforts around family planning and increase the modern contraceptive prevalence rate to 32 percent by 2020. This plan is intended to contribute to a decline in population growth, improvement of maternal and child health, and economic and social development of the country. It is also a tool for resource mobilization and monitoring and evaluation of the activities proposed.

          Parts of Africa have the most rapid population growth in the world. In addition, recent studies by climatologists suggest that, in coming decades, ecologically vulnerable areas of Africa, including the Sahel, will be exposed to the harshest adverse effects of global warming. Fortunately, there are evidence-based achievable policies which can greatly ameliorate what would otherwise be a slowly unfolding catastrophe of stunning magnitude. But to succeed, such measures must be taken immediately and on a large scale. Taken together, rapid population growth and climate change pose a serious threat to the livelihood of the majority of the one hundred million people now living in the Sahel region and about two hundred million more who will live there in a generation’s time. This paper encourages working across silos to address these interrelated challenges.
