Population, Health, and Environment (PHE) programs deliver voluntary family planning, basic health services, environmental management or conservation information, and service interventions to rural communities in a coordinated or integrated fashion. The effective management and execution of these or any projects depend on the ability to define and measure success at several levels. A well-thought-out and implemented monitoring and evaluation (M&E) system provides the information for measuring success. This guide serves as a comprehensive reference for practitioners and provides not only a list of potential indicators but also advice on setting up M&E systems; the addition of livelihoods indicators, and a section on evaluating complex programs.

The Population, Health, and Environment (PHE) approach necessitates an integrated design and implementation of program activities. The purpose of this manual is to provide basic, easy to use information on the different stages of a PHE program cycle. In the Designing a PHE Program section, the authors walk through the design process including pre-project planning, establishing the linkages between the identified problem to be addressed through the integrated approach, selecting the appropriate interventions and activities, and gaining support and partnerships for the PHE program among local governments and communities. The Implementing PHE Projects section outlines models of implementation including multi-sectoral coordination, peer education, and involving community members, including women and youth, in PHE project activities. The final two sections of the manual focus on monitoring, evaluating, and communicating results and the sustaining and scaling up of PHE programming.

Several conservation organizations integrate health and family planning with conservation projects. This integration has multiple benefits. Often conservation practitioners recognize the potential value of integrated PHE (population-health-environment) projects, but need guidance on how to effectively incorporate P and H components into their project or on how to create a PHE project from scratch. This manual was created as a resource for these practitioners. It reviews not only the how, but also the why and what of PHE projects. The manual defines PHE as projects that integrate health and/or family planning with conservation activities, thereby seeking synergistic successes and greater conservation and human welfare outcomes than if they were implemented in single-sector approaches.

The Health of People and the Environment in the Lake Victoria Basin (HoPE-LVB) project is one of the largest and most scaled up integrated Population, Health, and Environment (PHE) programs implemented in the East African region. As such, the HoPE-LVB toolkit has been developed using the lessons learned and best practices from the project in the hope that this PHE approach to sustainable development will be adopted on a wider scale not only in East Africa but in other areas of the world. The toolkit is a unique collection of resources that has been developed to promote “a complete status of well-being” of individuals and families by converging activities related to the three sectors of population, health and environment.

This advocacy and communications toolkit is aimed at national family planning advocates to enable them to engage in climate change policy discussions to further, not only family planning goals, but also contribute to climate change objectives. The advocacy toolkit is intended to provide information on advocating for family planning as a climate adaptation strategy. The communications toolkit summarizes how these advocacy arguments can be edited into key messages to share leading up to the Conference of the Parties (COP22) in November 2016.

This technical guide, intended for NGO members of the Madagascar PHE Network, suggests a variety of community-based actions that can be taken according to the needs and capabilities of each organisation. Concise yet rich in content, the guide includes an overview of key information relating COVID-19 and the pandemic response strategies of the PHE network. Then it offers a selection of actions relevant to all organisations, followed by more in-depth actions and guiding principles for PHE implementers. Actions include cross-training staff to mobilise communities, supporting positive behaviour change and social norms around preventative practices, and strengthening local community structures while seeking to mitigate potential impacts on livelihoods and ecosystems. The guide concludes with an encouragement to NGO members to track all of their initiatives relating to COVID-19 so that the network can capture the value of a holistic PHE approach in responding to this pandemic and share best practices as they emerge.

These PHE story cards have been designed to be used as an integrated PHE community outreach tool by community health agents and/or the community-based staff of environmental organisations. The cards can serve as a visual aid for facilitating small group storytelling and discussion sessions in both marine and terrestrial contexts, with the aim of enabling communities to express and explore their understanding of PHE linkages. It’s hoped that this tool will be effective in fostering critical thinking among community members, leading to the development of health-promoting and environmentally-friendly social norms. The cards are accompanied by a short facilitation guide, which will be elaborated as feedback is received from initial users.
